To be clear, are you saying that your ADC is in an HA pair, but ADM treats it like standalone when running the upgrade job?

Not really. First command is verifying the backup on primary node. All further commands are upgrading the secondary node. After the secondary rebooted successfully ADM maint job is in status „completed“. Job was configured to execute „now“. Also I didn‘t have the option for an HA two stage upgrade, which was available in older versions. I‘m running latest ADM version.

I don't recall upgrading HA being a separate job since the real early times, here's what I see on my 13.0-67.39 on-prem ADM. I have generally had good results with it doing a proper 2 node upgrade. I do ADC HA Pair upgrades using ADM and success rate is 98%. I have seen issue where single node is upgraded - but ADM showed as Job failed in my case.

I've just not found that my existing jobs caused this issue. In I set um a new Maint Job everything works fine. 🙈

yeah I have also seen where existing jobs will show only the active node in the HA pair. I remove and re-add the pair before I click next and it works just fine.
