Not likely (I’ve asked PMs and hoping for a statement from Citrix), the version of openssl on adc is a fork that they maintain themself.
The version on the ADC is 1.0.2u-fips and according to the post 1.0.2 is not affected.
Also openssl is not used to handle traffic on the ADC, so i would assume no security risk.
