All software has security issue. If you take the ADC and look at the security issues found and what was active exploited, you will find that the ADC is a very secure device overall. What I think has happened is when the ADC got hit with the CVE back the 2019 the directory traversal, it started to get a lot eyes on it, it became a popular system to look at. What has come since is something that has been fixed fast and the famous CVE had working workaround in place back in December 17th and it wasn’t until the exploit was released public in the start of January shit hit the fan. So the fault comes down to sysadmins imho.
