Have you got exclusions and mirroring configured for UPM for the "old-style" TileDataLayer Start Menu?

You mean mirror or exclude it, which "old-style"? 😉

There were normally some mirroring and exclusions for the old-style Start Menu from 2016 and Windows 10 RTM, now superseded, I think this was maybe them

Is this also occurring when you create a fresh profile? Have seen something like this when the AppLocker policies are configured not properly.
