This is what I do with Windows 2016/2019, before that I change the default background image “img0.jpg”, so that all new users get a standard background color instead of the ugly Windows background image. I don’t know if it works with Server 2012 R2.
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization]
"NoLockScreen"=dword:00000001
"LockScreenImage"="C:\\Windows\\Web\\Wallpaper\\Windows\\img0.jpg"
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System]
"DisableLogonBackgroundImage"=dword:00000001
"LockScreenOverlaysDisabled"=dword:00000001
Change background image (I changed the default jpg files to a solid color):
takeown /f $ENV:SystemRoot\WEB\wallpaper\Windows\img0.jpg
takeown /f $ENV:SystemRoot\Web\4K\Wallpaper\Windows\*.*
icacls $ENV:SystemRoot\WEB\wallpaper\Windows\img0.jpg /Grant 'System:(F)' '*S-1-5-32-544:(F)'
icacls $ENV:SystemRoot\Web\4K\Wallpaper\Windows\*.* /Grant 'System:(F)' '*S-1-5-32-544:(F)'
if (-NOT (get-childitem -Recurse $ENV:SystemRoot\WEB\wallpaper\Windows | Where-Object {$_.name -eq "<http://img0.jp|img0.jp>_"})) {
Rename-Item $ENV:SystemRoot\WEB\wallpaper\Windows\img0.jpg $ENV:SystemRoot\WEB\wallpaper\Windows\<http://img0.jp|img0.jp>_ -EA SilentlyContinue
Dir $ENV:SystemRoot\Web\4K\Wallpaper\Windows | Rename-Item -NewName { [io.path]::ChangeExtension($_.name, "jp_") }
cp "your_source\Wallpaper\Windows\img0.jpg" $ENV:SystemRoot\Web\Wallpaper\Windows -EA SilentlyContinue
cp "your_source\Wallpaper\4K\*.*" $ENV:SystemRoot\Web\4K\Wallpaper\Windows -EA SilentlyContinue
