Specifically the ICA RTT is like 20ms, then 500ms, then 80ms or something way off every time you refresh. It was concerning that it may be a real issue, but it SEEMS to not be legit

Have not seen that so far. We are on Director 1912 CU2 and testing VDA 2203. The 2 production servers have pretty stable connected users in fairly close physical proximity and generally are getting sub 20ms ICA RTT. As far as I see, it's pretty consistent there.
