Nope it's normaly possible to reallocate the licenses to a new server name

just return your licenses in myaccount.citrix.com and bind them to a new server name

In-place OS upgrades are pretty smooth these days, post 2012 era...

Citrix reversed course on making you call them and offer up your first born to return and reallocate.
