On Server Core you need to install the Citrix roles using command line, the GUI will not work, at least not in 2112 and 2203

If running an older version, we saw this issue if you changed the default shell to be PowerShell as well.

Roles are installed. But when i run the ddc software through gui, it isn't working. Tried to install through command line as well. Didn't work

You'll have to look in the installer logfile, to see what's going on
Are you installing the delivery controller role only, or are other roles also installed?

I've tried installing ddc software directly. Ended up in above mentioned issue. Later i have installed required roles and features command line and tried installing ddc software again. Did not work. Also tried installing ddc software through command line. Same behavior. Did not work.

I have used the iso file and started the installation. That should install all prerequisites right?

No, if I remember correctly the prereqs are not installed if you install via command line
It might have been fixed in 2112 or 2203
And even if the prereqs were installed via command line, .NET 4.8 would trigger a reboot and abort the installation of any other components

visual c++ and .net 4.8 are installed (thats what it says when I run .net 4.8 setup from citrix iso). Installer log is not created at all
When running through command line, I've added /disableexperiencemetrics and /ignore_hw_check_failure. But now, I have only used /components controller /configure_firewall. Now log file is created and it says server 2019 core is not supported os. But https://docs.citrix.com/en-us/citrix-virtual-apps-desktops/system-requirements.html says 2019 standard and datacenter editions are supported for ddc software. session recording was throwing error for installation. I've tried to install session recording agent exe manually but it says it needs xendesktop 7.6 or higher.

Look at your first screenshot again, it clearly says VDA
Also your second screenshot says Citrix Licensing. Licensing is not supported on Server Core
This should work in Server Core: XenDesktopServerSetup.exe /components CONTROLLER,DIRECTOR /configure_firewall /ignore_hw_check_failure /no_remote_assistance /nosql /noreboot /quiet

I am using delivery controller option. It clearly says licensing cannot be installed on the OS.

Could this be an issue in the setup file? Few weeks back I've upgraded ADC from 12 to 13.0 84.11 version. No issues at all. A week later, I had to upgrade other ADC, so downloaded 13.0 84.11 version again from citrix but ended up in tons of issues. That should help. Thanks in advance.

It could be an issue with the ISO, it does say something about failed media

Well, it is Citrix. I am not surprised if ISO is a problem.
