Personally me, I never do VDA upgrades anymore. I use the cli to remove it, then reboot again. After that start the install and reboot.

I first uninstall, run cleanup, freshinstall new one - same issue

Do you have a firewall rule for the ports or is the install configuring them? If the latter you might be in a better position to set them via GPO. If you have a firewall rule in place and it's active, then I'd suggest checking via netstat that the port is listening
