With 800+ applications maybe now is the time to look at automation or some alternative way of delivering those applications? personally I would never go with an in-place upgrade of a PVS or MCS image, especially not from 2008 R2 to 2019, there is just way too many things that could/would break. IMO 2012R2 is not the way forward, as it's going EOL late next year.

Late next year still sounds better than early next year 🙂 . Automating all applications in 6 months remaining is a bit optimistic in my opinion but yes, that would be the way to go..

Well, going with 2012 R2 will only postpone the issue at hand, it will buy you some time for sure, but are you able to implement any changes around the application management before October 2023?
Not the mention the changes introduced to the users. the Windows Server 2012 R2 look and feel is very different from 2008 R2, same goes with 2016/2019/2022 compared to both 2008 R2 and 2012 R2.

I second that @Kasper Johansen. I would not do that with PVS personally. I did it many moons ago in my Jr days. It just wasn't a good experience. But 800+ applications, I would defiantly invest in automation. I also understand it's easy to say that, when I don't have to deal with it. If your place of business invested that much into Citrix around the number of applications, they may want to look at automation to help you. You will have explorer issues with Profiles/Start menu weirdness, depending on the profile solution. Windows will seem bloated and not smooth. Application will render differently around the styles/colors/themes. You may even get grey screens with CTX hooks. If you do try it, copy the vDisk off and isolate the puppy so you can see for yourself.

I would NEVER do this and tbh, Idon't think it will work.

Have tried with a previous customer (at their request and against my advice). In place upgrade path was 2008R2 > 2012 R2 then 2012R2 to 2016. Reverse imaged PVS back to standalone VM, uninstalled PVS Target, VDA, AV, SCCM client prior to upgrade. After upgrades converted back to PVS image with latest target/vda software and ran VMWare OS optimiser over it as a lot of the optimisation defaults changes from 2008r2 to 2016 including some network adapter config defaults. At the end the OS worked, PVS/VDA were ok and published resources could be launched, but I recall 2 of the older core LOB apps were completely broken. Tried reinstalls of them but broken they remained and a whole fresh image was eventually the only way forwards.
