When connecting with a local admin, we're getting "RDS server not available" when connecting with a domain admin account we're getting an NLA issue. After disabling NLA, we're getting the same RDS error.

install the RDS licensing diagnoser tool via server manage and see what it says? is the GPO that sets the RDS license server/mode being applied ? can you telnet to the RDS license server on ports 135/445 ? do you have CAL's available on your RDS license server ?

Check this location as well to see if it's set.
Also make sure you are apply the GPO when admins log in. I have seen it at times in some places they only apply to users and ignore admins. Under the GPO delegation area

if telnet isnt installed, open Powershell from the RDSH/VDA
tnc RDSLicServer -port 135
tnc RDSLicServer -port 445
tnc RDSLicServer -port 3389
## RDSLicServer is your DNS name of your Lic Server
