Looks like it's because of this:

Single-session VDA upgrades to 2203 Cumulative Update 1 can fail and the following error message appears:

IcaConfigConsole.exe failed with error code -4

As a workaround create the following registry key on the target machine before the upgrade:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Citrix\wfshell\TWI

I've burned so many hours updating / reverting updates of session hosts in the last few months. Not falling for this. 1912_CU3 for life.

they added shellbridge to 2203 CU1

I need to read up on that, because this is the second time I've seen it mentioned, but I have no idea what it is.
