Are they leaving a BCR enabled page and hitting storefront from there? I have seen it do that before if you are leaving a redirected page. We use BCR on 2019 server multi user desktops with 2203 LTSR with no real issue. Now when we were on 2112 it was less reliable. Sorry that doesn't necessarily help much.

no I tested it by opening the url straight from an empty tab. our build is 1912 LTSR CU5 update to 2203 is not yet planned
