This is typically a Kerberos issue. Make sure their AD account is all okay. Even though you have 7.18 DDCs, what VDA version are you running?

Yeah, I wonder if the 7.18 VDA has the kerberos challenges that the 7.15CU5 and earlier had? I found that changing the allowNtlm="false" to true in the BrokerAgent.exe.config file helped address some of these issues. Unsure if it's the same thing though. and on a different side node try to upgrade to the 1912 release, is 7.18 even supported anymore?

7.18 is EOL a long time ago
