I usually go to import PKCS#12 option, import the pfx

Might be an issue with the PFX.  As a rule, I always convert the PFX to PEM then make sure the export does not have the chain.  NetScaler doesn't and should not like accepting a certificate bundle with the full cert chain.

Found the issue!  The cert was a PKCS#8 form, had to convert it to PKCS#1

openssl rsa -in key_filename_in_pkcs8 -traditional -out new_key_in_pkcs1.pem

is the command to do the convert, hope this helps someone in the future!
