I don't have much hands-on with SDXs. VPXs hosted on them are licensed through the SDX correct? For LAS, we would need to ensure the SDX itself is LAS enabled, using this: https://docs.netscaler.com/en-us/sdx/current-release/manage-monitor-appliance-network-configuration/ns-license-activation-service Once this is done, we should see the SDX in Citrix Console under LAS License Management. Does this migrate the VPX to LAS as well or is that a separate task? Does LAS in Console OnPrem takeover license management or is that still handled in the SDX?

Hey, I've done it recently.
Before migrating SDX to LAS, make sure your support date is recent, apply the latest file based license, assign the same nb of instances or more and SDX bandwidth, user used by ADM on-prems to manage SDX needs owner right permanently, that's all you need to do.
VPX will still be licensed via SDX and will show as a permanent license, that's normal.

I have your same environment: NetScaler Console on prem and two SDXes hosting two HA pairs (test and prod). What you've both said is correct: The VPXes are licensed via the SDXes. The NetScaler Console does not directly license the VPXes afaict. If you have VPXes running on VMware, XenServer, etc., then I imagine those will need to be "directly" licensed from the NetScaler Console.
We went through a lot of difficulty getting everything upgraded and licensed with our SDXes, but I believe we are now ready for the LAS deadline.

to bring this back around once more, the on-prem console doesn't need to be upgraded to a LAS compatible version, only the SDX/SVM so that it can do the offline activation. (based on the understanding that the on-prem console does not provide LAS licensing). But if they wanted to 'see' licensing, i guess the on-prem console would need to updated. Accurate?

I can't comment on Offline Activation as we never got it to work. Upgrading NetScaler Console to a LAS-compatible version was pretty easy in our environment as we have only one Console VM. (I just powered it down, snapshotted it, brought it back up, and upgraded it.) Base on my experience, I would recommend you try to get LAS in place now if there is a network path from the NetScaler Console to the SVM running on the SDX. There is not a direct network path in our environment, so if it's the same in yours, you can see a previous post of mine where I routed LAS traffic from the NetScaler Console to the SVM through the VPX.
