this is similar to the policies they just pushed from NetScaler Console service to every single box, but somehow forgot to save the config and then mention anything about it...

Yup clearing up the old Appflow entities and turning off the old on prem NS console appliance fixed it as its not trying to add the telemetry server anymore. I no longer get the HApropagation errors and the consant hourly save config commands
