Teams HDX Optimization is failing on Windows Server 2019 because WebSocketService.exe is not listening on port 9002 on the VDA. Uninstall AV, VDACleanup VDA(2203CU3) and reinstall different Version(2402CU1U1) did not help. No other Application is using the Port, Citrix Policy Teams redirection is enabled. Does anyone have an idea?

Resolved. Third Party Software somehow interfered. Thanks to process monitor 🤘
