When running a Netscaler as a standalone appliance, is there a way to make it act like a STAYSECONDARY appliance, where the SNIPs/VIPs are not active? Basically making the 'master state' be secondary.

Disabling the SNIP should take it offline, just make sure you have a management port to login to you can re-enable it with.

thanks, in this scenario, I was swapping out old MPX hardware with new hardware and ran into a scenario, where I couldn't have 1 old and 1 new in an HA pair, so had to run them as 2 standalones.
