I have a customer who experienced an ISP outage, where they weren't able to launch applications/desktops. LHC is configured and db's are visible in C:\Windows\ServiceProfiles\NetworkService Service Continuity is configured with a 7 days grace External Connectivity is configured, like the attached pic. Can you guys explain, how Workspace App, will act? are they trying to contact customer.cloud.com or on-prem cloud connectors? From my limited experience with Citrix Cloud, I will assume that they try to connect to customer.cloud.com and that's why no one is able to start a session.

With Gateway Service, you have two possibilies 1 - Rendezvous enabled : flow will be user => Gtw Service => VDA : 2 - Rendezvous disabled : flow will be : user => GTW Service => CC => VDA If your customer have an ISP problem and internet is off, external users will not be able to launch applications
And internel will be able if you have configurer Network Location for direct access

and if Network Location isn't configured, then all connections are considered external?

Yes, you can specify IP address from which users have direct access to VDA (ex: if users are internal and they can directly join VDA on 2598)

No I don't think
Location tags are not required for Direct Workload Connection because the connectivity type is always Internal. The Location tags field in the Add a Network Location page (Citrix Cloud > Network Locations > Add a Network Location > Location tags) is only visible if the Adaptive Access feature is enabled. For details, see Enable the Adaptive Access feature.
