Having a strange issue with a newly created Win10 persistent dedicated catalog. Once deployed the VMs initially register, but subsequent reboots causes the ICA service to terminate unexpectedly and it never registers again. Manually uninstalling and re-installing the VDA on the deployed machine still doesn't fix it. Even rolling back from the 2402 to a 2203CU5 VDA doesn't fix it. The interesting thing is the gold image I can reboot an infinite number of times and the ICA service or any service never has any issues. Anyone seen something like this? Good ideas as to where to start troubleshooting?

what are some of the event viewer messages saying? Citrix Desktop service events should tell us something.

It complains about not being able to register but there are multiple stopped Citrix services. I'm investigating a potential GPO impact as I've realized this is in a new OU compared to the others.
