If there is no preferred day-of-week set on the resource location then the update will be scheduled to start immediately, and so both notifications will be sent at the same time. Is that the case here?

Yes there's no preference set for these customers - previously though we always got the "scheduled to occur" ahead of time though so I think something has changed with how Citrix are doing these. We are planning to configure the preferred time window though.
