or maybe have a single test client, where ListOfDDCs are configured only with one. That might be the easiest if configuration aren't to be altered.

But I also don't think there's a way to force it without tinkering/stopping services etc.
maybe if you have test Storefront server/store and configure that with only one controller - but then you might be so far from your problem scenario that it's moot.
