You don't want to treat cloud netscalers like generic VMs. Backup/Restore is generally the easiest way to go, if you have access to ADM Service then poke around in the config node and see if they GAed their migration tools as another option.
This assumes you're using the BYOL version - if you're paying Azure for the NS license then you need to be more careful as the licensing setup is very different under the hood.

NetScaler isn't supported for any ASR flow and ASR in general I think needs to be across different regions also. And the 'move' capability Azure has for certain resources across subscriptions in same tenant has quite a few dependencies and limitations; definitely nothing I have tried for NetScaler for that. So maybe cross sub backup/restore. maybe. If you are talking single witnout any ALB stuff, etc. I haven't attempted that personally either. So probably be deploy of new appliance(s) and migrate config/re-license, etc. as best bet is my guess there especially if HA Pair needing load balancers and whatever else.
Let us know which direction you go though in the end and how it works out.

Thanks guys. Yeah I am thinking new appliance and a backup/restore is the way to go. Last time I deployed an NS appliance in Az it was a bit of a funky deployment with 3 NICs by the default if I remember correctly. That is certainly how it looks this one is deployed also.
