On this, there was no 'it depends' , but for greenfield in that scenario, you could probably start with 14.1 with basic features like that and test away just fine. If existing environment, those for me I am staying with 13.1 for time being. Sounds like new deployment in which case you can test fully and feel good about nothing being 'broken" that you need.
