Lot of questions to take into account. How many users? What's the difference between high performance/lower performing storage? Is cloud cache in play?

Difference is a couple of ms latency. We are talking about ~8000 Users. Currently both Profile and ODFC containers are on the same High Performance storage tier, but we are wanting (to reduce costs) move the ODFC Data to a cheaper, slightly lower performing tier of storage.
