`Get-BrokerApplication -CommandLineExecutable "*1234-5678*" -CommandLineArguments "*1234-5678*" -MaxRecordCount 999 | Set-BrokerApplication -CommandLineExecutable "NEW VALUE" -CommandLineArguments "NEW VALUE"`

You don't need the Foreach and you also don't need the `Where-Object`  The `Set-Brokerapplication`takes a Application object from the pipeline  for Ref:  use `Help Set-BrokerApplication` to tell you what is can an cannot accept
