10/13/2023, 5:39 PMGot it working rediscovered the adc instances and unlicensed the virtual server and relicensed it and re enabled hdx and gateway insights and it worked this time

10/17/2023, 3:34 PMFWIW The 30 vserver entitlement has been on the chopping block since v13, though it kept getting delayed. ADM Service freemium was always only 2 vservers free, but if you purchased any ADM licenses then you should be entitled to them on the service as well unless you had a really old SKU.
