You can isolate a RL from other RLs, but if you isolate it from the Control Plane (citrix.cloud.com) it will stop working. What are you trying to accomplish?

How you have it currently communicated with Citrix cloud? My assumption either proxy or firewall rules. So You can probably isolate that particular RL to not communicate or deny communication within your firewalls or proxy whichever you are using. The respective source address for your cloud connectors defined in firewall should have a deny rule going out to those Citrix cloud URLS.
