Certainly could be correct, the cloud is not the model for cheap opex. If you're looking at moving because you truly do want to get rid of your datacenters then build your "parts list" first and optimize for cost after you know what you need, but expect sticker shock. Use your own metrics for extrapolation wherever possible - ICA "calculators" are inaccurate since they assume a traffic pattern that the sessions themselves don't actually follow.

Thanks for the response. So its an idea we are floating. We are looking at W365 Cloud PCs, and IF we decide to use HDX Plus, we will need to use Citrix Gateway, its only way it works. I had thought oh 5GB per user per month should be super high amounts of bandwidth, till I did the math. Seems that is 2 days worth lol. So I feel like I am missing some core concept here, and maybe I am crazy.
Keep in mind our current config is all on prem / aruba vpn and 300 external gateway users. That would change to all 5000 user sessions proxying through soemthing. We also have SASE / ZTNA projects in flight, lots of moving parts

Wait, in that scenario I don't know if you can actually bring your own NS at all. That might be gateway service only.

So in that scenario no, we will only use gateway, but for the rest of our workload (3000-4000 non persistent sessions) we need to potentially figure something out. Just looking at throwing some budget numbers in for next year, but dang its high. That's fine though up to management to decide whats next
We will have to for cloud PCs, which is a more immediate ask. 1000ish persistent desktops will be replaced by that.
