Are you using exclusions? If so, did someone update it and have a type or add a file path? I seen that before.

OK @Ray Davis. By default, everyone is added in Inclusion Group. FsLogix Exclusion is empty

Whats does the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\<SID>\State value show for the users? This will show what kind of profile you are using and will likely contain a value indicating you are using a temporary profile. Do you have something like environment manager from Ivanti or a logon script changing this value?

@HD I would look into the logs and event browser to try to find what’s happening as well. Did you move the logs out of the default program data location?
