In the FAS event logs do you see something like this for the new  SF server

[domain\servername-CSF2$] issued identity assertion [upn: user@domain rule Default, Security Context: []]. [correlation: Bunch of numbers

SF server has the GPO for FAS applied and you see the reg key here?

*HKLM\Software\Policies\Citrix\Authentication\UserCredentialService\Addresses*

Make sure the callback is listed under the Manage Gateway section in SF and the store has "Fully Delagated Credential validation to NetScaler Gateway" set. Being it's another SF server it should have it. But just check.

i figured it out...its the access control list in the FAS console...i had to add the SF servers to that list.
