I have a lot of Clients add another licensing Host ID and allocate them for the site, install them, and they are in a standby state for a DR. Or Replicate the License server to the DR location and use it.

Citrix licenses have a 30 day grace period, so you have 30 days to restore the license server. I do not see any reason to have a second active license server running. All you need is to setup a new server with the same name as the old one, install the license service and add the license file. This is only if you can’t restore the old license server. So all you need is the license file, the install media for the license service and of cause a small install guide with the hostname.
