Just my brainfart here, I don't do tech anymore but do know how developers think:
I guess they thought about this: Let's have a location where we store the actual pushed information coming from GPO, but also have another key where we show the end-result when processes and services have grabbed the info and processed it. Like for example Policy shows: "this is your list of DDC's" and state is when all DDc's have been evaluated and just 4 of them could be used/contacted/reached".
Then a policy refresh or service restart would re-evaluate \Policy and the new result of what was really used\applied is reflected in the \state again.
Curious if my BS aligns with what the actual good answer will be :)
