@Ben Roberts yes puppet manages this file, and sets it as root:root with 644 permissions, however this has been the case for years and worked for a long time, so its wierd it suddenly failed now. @bastelfreak The server is installed and managed through its own puppet code, the server runs foreman as well. Its a few years old now and im not fully knowledgable on its setup.
