10/13/2026, 4:13 PM* At _site/openvox/latest/services_apply.html:15017:
internally linking to ./report.html#http; the file exists, but the hash 'http' does not
Cause
OpenVox 9.1.0 added a none section to the end of the report reference header (OpenVoxProject/openvox@d1134a04d9) without a trailing blank line. Puppet::Reports.reportdocs appends the first processor's setext heading straight after it, so puppet doc -r report now emits:
none
----
Discard all reports received. This is the default handler when the reports
setting is unset.
http
----
Send reports via HTTP or HTTPS. ...
Kramdown folds http / ---- into the preceding paragraph. The rendered 9.x Report Reference has no http section, and the #http anchor that services_apply links to is gone. It surfaced on the merge of #504 because the link check only scans the latest trees, and latest now points at 9.x. Every open PR will hit the same failure on its next CI run, since the check regenerates references from the newest 9.x tag.
Fix
When generating the report reference, insert a blank line before any setext heading that directly follows a non-blank line. This is the same kind of post-processing clean_configuration_reference! already applies to the configuration reference. Once upstream adds the blank line, the substitution matches nothing.
Testing
• Regenerated report.md from the 9.1.0 tag with this change: kramdown renders h2 anchors for none, http, log, and store. Without the change, http is missing.
• rubocop passes on the changed file.
• The Internal links job on this PR runs the full references:all + rake test:links path that failed on master.
The root cause is tracked upstream in OpenVoxProject/openvox#730 (a one-line fix in lib/puppet/reference/report.rb). An upstream fix only reaches this site after the next 9.x release, which is why this workaround is needed now.
Assisted by Claude.

10/13/2026, 4:15 PMpuppet doc -r report no longer emits http as a separate heading. d1134a0 ("Document the none report handler") added a none section to the end of report.header in lib/puppet/reference/report.rb, but the string ends without a blank line. Puppet::Reports.reportdocs appends the first processor's setext heading straight after it:
none
----
Discard all reports received. This is the default handler when the reports
setting is unset.
http
----
Send reports via HTTP or HTTPS. This report processor submits reports as
...
Without a blank line before http, Markdown renderers don't treat http / ---- as a heading. Kramdown folds it into the none paragraph. On docs.openvoxproject.org this removes the http section and its #http anchor from the 9.x Report Reference, which broke the docs site's link check (OpenVoxProject/openvox-docs#519).
Expected Behavior
Each report processor (none, http, log, store) renders as its own heading, as http, log, and store did in 9.0.0.
Steps to Reproduce
1. Check out the 9.1.0 tag.
2. Run bundle exec puppet doc -r report.
3. The line after setting is unset. is http, with no blank line between them.
Environment
Version: 9.1.0 (also current main)
Platform: any (generated reference text)
Additional Context
Adding a trailing newline to the header string should fix it:
Discard all reports received. This is the default handler when the reports
setting is unset.

openvox-docs is working around this in its reference generator for now (OpenVoxProject/openvox-docs#519). The workaround can be removed once a release with the fix ships.
