why though?

Fair question. Iron Bank is a hardened container registry with a pretty demanding public bar: signed images, SBOMs, build provenance, hardened base images, continuous scanning, remediation SLAs. Almost none of that is government-specific. Clearing that bar means doing the work in the open source project, not in some separate fork.
