that was super fast
actually it looks like the plan is not fetched at all now
so I've got a line like

atmos terraform deploy "${{ matrix.component }}" --stack "${{ matrix.stack }}" -v --verify-plan=true
but atmos is still planning the change first and then applying the ad-hoc plan
maybe it's because of using the ATMOS_USE_VERSION variable
it does seem like it's ignoring -v and --verify-plan=true

We have an end to end test for this in our GHA workflows
Did you configure planfile validation in your atmos.yaml?
Please note that plan file validation will still run a plan. It will run a plan and compare it against the plan file. I believe we have a mode where it will not replan., but in our experience that will be brittle.

but then I run apply second time and it planned and applied again, if it used the original plan it should failed with stalled plan
