A few dependent PRs are not backported in branch 4.0, backporting this PR only will introduce a lot of code conflict and rework. The risk is bit high for 4.0 stability.

I haven’t looked into it closely yet, but do you foresee any major issues with backporting this to 4.0.x?

I believe this feature could help address a critical issue where we experience latency spikes when a CN is added to the blacklist.

Alternatively, would it be okay if I contributed the backport myself?

yeah, you can do the backport to your fork repo. But I don't think it will be accepted in SR repo in considering the 4.0.x series bugfix only for stability.
