10/06/2021, 11:29 PMjust tried again, Jay, and i'm again seeing the issue of the page not being able to fetch from https://maxcdn.bootstrapcdn.com/bootstrap/3.3.7/css/bootstrap.min.css - i'm in malaysia so not sure if this is the cause (another colleague working in a different location in malaysia, and the team in australia are also seeing this)

I think that CDN might be blocked by some ISPs. I switched it to the one you mentioned. Give it a try and let me know!
