Yep, content it is. Links are expensive. Get an audit in the beginning, the person will layout the existing fixes that need to be made + will layout a strategy for upcoming months. Get a writer to write all the pieces that are suggested, once all pieces are published hire back the audit person to optimize the new pieces. Or simply outsource this to an agency
