Try amazon SES. Will be very cheap. Assuming a lot of email id s are genuine etc. however cold emailing we would suggest to do it through official email 1 after 1 to prevent email ban.

If the database is a consent database, I suggest wix.com's emailing tool. If it is cold, the contact list when uploaded into wix email tool needs to be titled right to avoid their compliance from flagging it is non consent list. I have used wix email tool extensively for this and also mailchimp. Haven't used the lemlist or smartlead style campaign where you create multiple accounts to mail daily.
