Email has worked best in 2 experiences. Google ads never worked. LinkedIn ads are working fine at the current company but only till a particular stage.

Events - got customers from same panel or audiece, PR - got inbound qualified leads from 2 top media house interviews , weekly mass mailers - faster turnaround in sales cycle with existing accounts, Customer Testimonial circulated as press release by customer - high inbound lead, CEO social media branding - few of them from here worked well

We try to write around 2-4 blogs per month, which is a of course a great source of organic traffic + internal linking opportunities. Maximum of these folks are not decision makers; but we have closed few clients who came looking for a technical solution on Google and stumbled upon our blog and reached out for our services.
