I think it primarily means India founders and majority of the team being Indian. HQ, entity registration etc. are strategic calls taken depending on the target markets, industry etc. and (though cumbersome) can be transitioned over time if required. On the same note, an often used phrase comes to mind - "Building from India, for the world".
