Send your events to Active campaign via API or Segment to capture behavior data. We can use these events are triggers for these emails using Automation feature. URL based triggers were in-built in AC - so that was sorted as well.

re:instrumentation - we fire events both using APIs and also via the frontend sdk ( GoogleTagManager )
if you are an AWS user - AWS also a solution called pinpoint - but there is a lot of dev build needed to make it work

If you're using Hubspot CRM, try sending the point of action from your product to a Hubspot custom property. From there you can setup a workflow for the respective actions and send emails, slack notifications, etc. (We're using this method and I would be happy to help if you wanna implement the same. This eliminates all the thordparty tool costs and you can maintain all the records in one CRM).

HubSpot CRM thing is a good for starter but the issue arises when there are a lot of action items 15+ and users can a perform a single action multiple times creating issues for the workflow

Intercom is the best tool for this use case. I used intercom to manager 16M users and it turned out pretty well.
