IDC Services Contract Database gives this info. We evaluated it, but it’s pretty expensive (north of a few thousand for one region), and two, it’s only available for established categories like HRMS, employee engagement platforms, etc. I used another platform called https://govspend.com/, which has information on public sector contracts. Again, it’s pretty expensive, but we are talking upwards of 150k ACV.
