It’s a bizarre thing google started lately, we have gone in the same route for one of our clients. Alternatively you can create an Indian google ads account and start running ads. They claim that along with business registration details and one individual Id card is needed.It’s illogical but they want sb to be responsible for advertisement to avoid misuse.

One of your account admins or payment profile admins (one of these), need to have a legit govt issued US ID and that'll work. If you have any US based team member then just make them the admin and get it done.
