Any video upscaler that is free and can upscale a 15 year old 360p-ish video to atleast 720p like resolution?

If that really exist then YouTube should use it and upscale most viewed old videos to good quality from 360p.

Paid tools do seem to exist and has great reviews from linus etc! But trying to find a free alternative

Nvidia Shield TV Pro does it on the fly, but not sure about tools that transcode and upscale the file itself to be playable later at high res.

I have used their photo upscaler. Not used the video one. https://www.topazlabs.com/topaz-video-ai The photo upscaler worked well.
