Do airplanes allow 2 carry on luggage? I’ve seen them not check. Any negative experiences?

One carry on + laptop bag is usually fine. They've never checked the weight in domestic flight for me till now (BOM, COK, BLR). But my friends going to Canada & USA had to limit weight to 7KG for both bags combined.
