Even if you exceed the weight it doesn't matter as long as it fits in the cabin. I've carried 2 backpacks with me.

Two personal laptops are allowed by most airlines as I am aware. Some airlines want electronics like laptop in hand luggage. Better check with them.

I don't think anything with li-ion batteries are allowed in checkin. They will not load your bag into the flight. Also, I always avoid putting anything valuable in my checkin bag. Specially things which are small-ish and can be stolen easily. Assume your bags will be opened (either by customs or airline handling staff - irrespective of the lock you put on it) -- and anything tempting will be stolen. So don't tempt them. I have once carried an Xbox in my hand and another time an Echo show in my hand in international flights. Along with laptop in the cabin baggage. It is not an issue - especially in domestic flights.
Some airlines will weigh your bag and ask you to pay the difference over 7kg. So try to keep it under that. If you know you are over the limit, smiling at the check-in person and be charming and they will mostly ignore it. (Greet them, smile, ask them how their day is going, etc). Be well dressed, well groomed. It helps. In the end, if that person does not like you (or the looks of you), they can easily screw you over for a couple of grand and there is nothing you can do about it. Best to stay under the limit - but incase you can't, be presentable and nice. Don't fight and worse case, just pay the difference.

@loud-glass-33663 I think you mixed both queries. I was asking if I can carry two laptops in two different backpacks in "cabin" provided combined weight of both does not exceed 7kg. And second question is if I can carry two bags in checkin for free provided weight doesn't exceed 15kg.

Yes mostly to the first one. Mostly no to the second one. 2 bags under 7kg total is mostly allowed in cabin. Check in depends on airline. Some are okay with it and most aren't (domestic). It will be mentioned on your ticket.

I've carried multiple laptops, multiple phones, my switch, my ps4 & Xbox controllers all in cabin baggage. They don't care much

Quick update everyone, I ended up calling the airline and confirmed we can't carry two bags in cabin or checkin without paying extra even if the weight is within the prescribed limit. I believe this depends on the route/airport also because they asked me about the cities too before answering this.
They also mentioned that I can't carry two laptops in checkin. One has to go in cabin and I might have to remote battery and airport authority might do something to manage if the laptop has non removable battery, not sure what

You're overthinking this, you can carry this. When you call them they'll always dissuade you. Imagine if they say yes to people on call, then everyone will bring 2 bags as carry on. No one knows you have 2 laptops at check in. Only when you pass through the security check you open up your bags (and these guys are not related to any airlines).

I've done this multiple times btw. They don't care. There's usually a massive rush. If you want to hack this, go 2-3 mins before check-in closes. They will just check your check-in weight and give you your boarding pass
